Will the Plan foster agriculture or development? <br /> <br /> 2. Will it allow a fair return to landowners? <br /> <br /> 3. Will the Han effectively foster viticulture? <br /> <br /> 4. Is the Plan too restrictive - will it limit flexibility or discourage <br /> investment in agriculture? <br /> <br /> 5. Is the Plan too liberal - will it promote urban development? <br /> <br /> 6. Will land prices rise as a result of the Plan - or will the Plan <br /> effectively remove speculative housing values on agricultural <br /> land? <br /> <br /> 7, Should the Plan incorporate additional incentives to plant <br /> vineyards? <br /> <br /> <br />
