<br />ATTACHMENT A <br /> <br />matter. The recommendation should include an estimate of any associated relocation <br />costs. <br /> <br />4. Reconunend a program for the project unit structure(s) including a preferred unit <br />structure, project density, unit mix and sizes and a rent schedule, which may include a <br />range of incomes including a specified number of market rate units. This analysis <br />must include the potential for retaining the existing rent levels for existing residents. <br /> <br />5. Prepare a preliminary site plan including a recommendation to retain all, some or <br />none of the existing buildings. The site plan process will consider the potential for <br />utilizing portions of the adjoining Kottinger Park, including the property housing tlte <br />Regalia House, provided tlte park can be reconfigured to continue meeting <br />neighborhood and conununity needs. The City anticipates that use of parkland will <br />not result in any significant reduction of park space. <br /> <br />6. Explore tlte potential advantages and disadvantages for consolidating Kottinger Place <br />and Pleasanton Gardens. Develop a reconunendation regarding the feasibility oftltis <br />option. A recommendation may include proceeding without consolidation. <br /> <br />7. Make a reconunendation regarding a preferred ownership structure and property <br />management arrangement for the expanded development. Site improvements do not <br />have to be affiliated witlt tlte Housing Authority ofthe City of Pleasanton or the City <br />provided the Authority and/or City retains land ownership. <br /> <br />8. Provide detailed review and develop a plan needed to redevelop the property in <br />accordance with HUD requirements/processes. <br /> <br />9. Prepare a written report detailing findings and reconunendations. <br /> <br />10. Make presentations to the public, Task Force and the City Council. While it is <br />difficult to anticipate the exact number of public meetings that will be required for <br />this projects, as part oftlte base scope of work, Consultant shall plan to attend tlte <br />following meetings: <br /> <br />Five Kottinger Task Force Meetings <br />Two City Council Meetings <br />Two Meetings with the Housing Conunission <br />Two Meetings witlt tlte Parks and Recreation Commission <br />Seven meetings with City staff <br /> <br />Page 8 of6 <br /> <br />566\01\341388.2 <br />
