<br />ATTACHMENT A <br /> <br />EXHIBIT A <br /> <br />SUMMARY OF PROJECT SCOPE OF WORK <br /> <br />This project involves conducting a predevelopment analysis, consistent willi the goals of <br />the Kottinger Place Task Force included as Attachment B, of the potential for increasing <br />the number of affordable units currently available at Kottinger Place located at 240 <br />Kottinger Drive. Expansion options include a new development and/or new units with a <br />renovation of existing units. The project also involves study of the potential for <br />combining Kottinger Place with Pleasanton Gardens located at 251 Kottinger Drive into <br />one development and the utilization of both sites to the benefit of a new single <br />development. The end product will be a report including findings and recommendations <br />including the following: <br /> <br />. A detailed project financial proforma including estimated development!construction <br />costs and project financing/funding; <br />. A program to address tenant relocation planning <br />. A description of recommended project density, unit mix and a rent schedule <br />. A recommendation regarding retaining any existing buildings on the site <br />. Presentation of a preliminary site plan <br />. Exploring the potential for reorienting the project to front Vineyard Avenue, which <br />would involve utilizing a portion of Kottinger Park. This option would entail <br />converting some of the current Kottinger Place site to parkland; <br />. Recommendation regarding the feasibility of consolidating Kottinger Place and <br />Pleasanton Gardens; <br />. Recommendation for ownership and property management structure. <br />. Identification of potential funding sources for the project. <br /> <br />A detailed scope of work for this project is as follows: <br /> <br />1. Conduct work in accordance with the proposed work plan schedule included as <br />Attaclunent A. The schedule may be amended to reflect mutually agreeable changes <br />to the project schedule. <br /> <br />2. Develop a detailed project budget! financial pro forma including identification of <br />financing sources and uses ofthese funds for a new development. The goal is to have <br />a detailed financing plan for a new development. The budget! financial proforma <br />should be comprehensive including construction costs, developer fees, regulatory and <br />City fees, costs related to the possible demolition of the current project(s), and <br />relocation services. Funding source should be identified including any significant <br />funding requirements. <br /> <br />3. Review the need for tenant relocation services to facilitate construction of a new <br />development.
