Commissioner Dibiase discussed with Mr. Wolfe what was being requested of the Commission, and
whether recommending this Donor Recognition Policy would be setting a policy for other City facilities.
Mr. Wolfe advised that this Policy would be specific to the Firehouse Arts Center, and is a method being
used by other communities to help raise funds for specific projects.

Commissioner Dibiase also agreed with Chairperson Pentin's comments about the number of areas being
recommended for donor recognition.

Commissioner Ellgas also agreed with the comments made by Chairperson Pentin and Commissioner
Dibiase. She was not opposed to nanting rooms and theater seats, but had concerns about many of the
other locations. Commissioner Ellgas would also like to see a list of pre-approved wall quotes, and
thought it was prudent that approval from the Parks and Recreation Commission was being sought
regarding the proposed Nanting Policy.

Commissioner Kummer was unhappy with the proposed Policy, saying it felt like "NASCAR" with all of
the donor recognition plaques. He supports a Donor Recognition Policy, but was concerned with the
number of recognition areas being suggested. Commissioner Kummer had questions about corporate
sponsorships, and what would happen if a company was purchased or changed its nante. Mr. Jorgensen
advised that Michael Roush, City Attorney, was looking into that issue. He also informed the
Commission that he would be discussing with ELS, the project design firm, overall aesthetics of the
PCAC recommendations.

Commissioner Kinzer agreed with the comments of his fellow Commissioners, and felt it was important
for this Commission and the City to be prepared for these types of requests to come up in other areas, i.e.
trails. He felt it was important to make the right decisions now.

Chairperson Pentin advised that an email had been received from Commissioner Narum, who indicated
general support but also expressed concerns with overdoing recognition areas.

Chairperson Pentin indicated that supplemental naming is a concern, and wondered where it would stop.
He also asked what role the Parks and Recreation Commission would have once the building was
completed. Mr. Wolfe advised that the Civic Arts Commission was taking the lead on the Firehouse Arts
Center nanting policy, but concerns from this Commission would be forwarded to the City Council for its
consideration. Chairperson Pentin would like to see coordination with the Parks and Recreation
Commission on this project, especially for exterior elements facing Lion's Wayside Park.

Mr. Jorgensen discussed with Commissioner Dibiase ways to handle nanting recognition of removable
theater seats. He also advised that one of the goals ofPCAF is to provide funds for an Arts Endowment.

A motion was made by Chairperson Pentin, seconded by Commissioner Kummer, to accept the proposed
Firehouse Naming Opportunities and Donor Recognition Policy, as outlined in the staff recommendation.
The Commission expresses concerns about the extent of proposed nanting opportunities for the facility;
requests that a member of the Parks and Recreation COminission be added as a liaison to the PCAC; and
that exterior elements of the project be brought back for review and recommendation by the Commission.

Parks & Recreation Commission Minutes
June 8, 2006
Page 3
