these projects can now be merged into one category. This should benefit the public which is now <br />able to easily identify all Pazks projects. <br />The project description sheets have been modified to include the funding recommendation for <br />each individual project. As a result, when reviewing a project description sheet, the viewer will <br />be able to identify the funding status for that particular project without referring to financial <br />tables. <br />In addition to the above, it should be pointed out that many of the map pages have been reproduced in <br />color which is intended to improve the overall appearance of the program. This color printing is <br />possible as a result of the City's acquisition of a color copier which was included in last yeaz's operating <br />budget. It is anticipated that the changes made to this program will provide the additional information <br />needed to accurately track projects and present CIP activity in a clear and concise manner. <br />DEVELOPMENT OF CIP RECOMMENDATIONS <br />As Council is aware, the CIP is presented to address the City's highest priority capital project needs over <br />the next five years. When making decisions regarding project recommendations, staff relies on <br />numerous sources of information. Some of this information, such as data generated through the City's <br />Pavement Management Program, is relied on heavily to develop estimates of the costs needed to <br />adequately maintain City streets. Other approaches are intended to assure that there is adequate revenue <br />to complete active and previously approved projects such as, the municipal golf course, the Alviso <br />Adobe Community Park, Fire Station #4 and the Livermore-Pleasanton Fire Department Administration <br />Building headquarters, which were included in previous CIP's. Also, staff s technical expertise is often <br />utilized to develop the more technically oriented projects such as, sewer and water telemetry equipment, <br />water tank maintenance, storm drain maintenance and expansion, data processing and other technical <br />areas. <br />In addition to the above, staff has spent considerable time receiving public input as well as City <br />commissions on specific CIP projects. To this end, in January of this yeaz, City staff prepared a listing <br />of all currently unfunded projects which was forwarded to each City commissioner with a request that <br />they identify the highest priority projects for funding in this CIP. Following the tabulation of those <br />results, which aze included in Section 3 of the Appendix, public meetings were held with each City <br />commission during which the public was invited to comment on individual projects. Following public <br />comment, each City commission was asked to identify those projects which the majority of the <br />commission felt were of highest priority. As indicated in the following table and in more detail in <br />Section 3 of the Appendix, this CIP includes funding for a significant number of highest priority projects <br />as identified by at least two of the City's eight commissions. <br />iii <br />
