Deborah Acosta <br />June 16,1999 <br />Page 3 <br />2) Del Valle Parkway: Extension from First Street to California Avenue <br />The funding for this project requires more explanation than was provided in the brief CIP summary. <br />The project described in the CIP for FY 2000/01 consists of 27 feet (2 lanes) of the eventual 3 lane <br />roadway at an estimated cost of $287,000. <br />The original plan was to construct this roadway when development occurred along this route. Under the <br />new Traffic Development Fee, the total cost of the project was estimated at $549,000, with $249,000 to <br />come from traffic fees and the remaining $300,000 from direct developer contribution. This cost <br />estimate assumed that needed right of way would be dedicated to the City at no cost. <br />Although there is no immediate need for this new roadway, there is an immediate need to install sewer <br />and water lines between First Street and Bernal Avenue to address current operational and capacity <br />issues. However, because the adjoining property owners have no immediate plans for development, they <br />have been reluctant to convey the needed right of way for these utility lines. <br />In order to address this dilemma without adding significant additional cost for right of way, or the need <br />to pursue condemnation procedures, a proposal is being developed to construct a two lane roadway <br />across the property at this time at City expense, with the necessary right of way for this portion of the <br />street being conveyed at no cost to the City. The needed sewer and water lines could then be constructed <br />in this new street without the expense of purchasing necessary right of way. The land owners would be <br />responsible for the construction of the remaining portions of the roadway (the additional traffic lane; <br />bicycle lanes; curb, gutter, and sidewalk; and drainage improvements) when they developed their <br />property. <br />Under this arrangement, it was anticipated that the City's expense for construction of the first two lanes <br />would be reimbursed from future traffic fees. (There aze insufficient traffic fees to pay for this <br />improvement at this time given other street improvement priorities for current fee revenues.) Although <br />this is an unusual arrangement, it was deemed the best solution to meeting utility needs without having <br />to incur significant costs for necessary right of way at this time, or pursuing potentially contentious <br />condemnation proceedings. The affected property owners have not yet been presented this proposal; <br />and of course, this proposal would be submitted to the City Council for approval before proceeding with <br />any roadway design or construction. <br />C:ILOTSUITEIAMI PROIDOCSILUM <br />CIP.SAM.sm <br />
