<br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 06-041 <br /> <br />".NaV <br /> <br />RESOLUTION AUTHORIZING THE PLACEMENT ON THE <br />NOVEMBER 7, 2006 GENERAL ELECTION OF THE CITY COUNCIL <br />SPONSORED INITIATIVE MEASURE SEEKING VOTER RA TIFICA TION <br />OF THE BERNAL PROPERTY PHASE II LAND USE PLAN, AUTHORIZING <br />DIRECT AND REBUTTAL ARGUMENTS CONCERNING THE INITIATIVE <br />MEASURE AND SETTING SUBMISSION DEADLINES, DIRECTING THE CITY <br />ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS, AND REQUESTING <br />THE ALAMEDA COUNTY REGISTRAR'S OFFICE TO CONDUCT <br />THIS ELECTION WITH THE NOVEMBER 7, 2006 GENERAL ELECTION <br /> <br />WHEREAS, on August II, 2000, the City Council adopted the Bernal Property (Phase I) <br />Specific Plan, which included as Land Use Guideline 1.3 that the Pleasanton <br />voters would approve the land uses and facilities within the City-owned Phase II <br />area of the Bernal Property; and <br /> <br />WHEREAS, the requirement for voter approval was reaffirmed and readopted in the Bernal <br />Property Right to Yote Initiative (Measure X) in November 2004; and <br /> <br />WHEREAS, the City has undertaken a comprehensive public participation process in the <br />development and refinement of the approximately 318-acre Bernal Property Phase <br />II Land Use Plan, which has included public hearings and informational meetings <br />involving the San Francisco Bernal Property Task Force, Bernal Community Park <br />Task Force, Youth Master Plan Implementation Committee, Civic Arts <br />Commission, Youth Commission, Parks and Recreation Commission, Planning <br />Commission and City Council; and <br /> <br />WHEREAS, on May 16,2006, the City Council approved the Bernal Property Phase II Specific <br />Plan which establishes the planning vision for the Phase II Specific Plan Area as <br />becoming the "crown jewel" of Pleasanton, reflecting the environmental and <br />cultural heritage of the Yalley; serving as a focal point, town gathering place, and <br />family place for people of all ages; with an overall visual image is one of an open <br />space / park like setting within which public and quasi-public uses and facilities <br />are to be carefully integrated; and <br /> <br />WHEREAS, it is the Council's intent that the Pleasanton voters ratify the Bernal Property <br />Phase II Land Use Plan as provided by Guideline 1.3 and Measure X; and <br />
