Several years ago, Kay Hatsushi, Wayne Rasmussen, and myself had agreed on a 40' setback for the EVA next to my
property. In the plan, that 40' setback has shrunk to about 20', so the only residents inconvenienced by the EVA are my
family. I do not understand why this needs to be so close to my property line, and so far away from the existing Hatsushi
residence. I would like it moved back.

2. In that same discussion, Kay had assured me that his family would work with me to determine the road and home
placements for the lots behind my home (now known as lots 10, 11, 12, and 13 in the Hatsushi plan) to minimize any impact on
the view from my property. No one from the Hatsushi family or their representatives have ever approached me, and in fact, Lot
13 is directly behind my property. We already have a shallow rear yard. The closest point is 21' from our home to the property
line. Based upon potential home placement on Lot 13, a home directly behind us will be a tremendous invasion of privacy, and
may obliterate our entire view of the Livermore valley - which was one of the primary reasons we purchased this home. The
loss in property value to us would be measured in hundreds of thousands of dollars. I would very much like to be part of a
process that approves the final cui de sac location, construction access approval, and home placement for Lot 13.

The EVA placement should have been made known during the Vineyard Corridor plan approval process, as I made Wayne
Rasmussen aware of my concerns on its placement in our meeting before 1999. As for the location of Lot 13, I mistakenly
thought that the Hatsushi property would undergo a plan review before lot boundaries were identified, and therefore thought it
was unnecessary for me to track this in the larger Vineyard Corridor Plan.

I do not begrudge the Hatsushi family their right to get economic gain from their property. However, the currently proposed lot
and EVA placement causes huge economic and enjoyment hardship to my property and family. Further, if the EVA is used for
construction access, large equipment will be operating within 20 feet of my property, and may cause damage to our pool, house
foundation, and decking. This is grossly inequitable and needs to be rectified.

Please let me know how I can participate in getting this resolved.

Regards,
Ron Lloyd
854 Montevino Dr

./2112006
