My name is Ralph Hughes, and I am married to Amy Hatsushi. <br />Although I don't believe we have met, you were present during at least part of the discussion before the <br />planning commission. I want to thank you for your comments, and appreciate your concerns. I also <br />appreciate your support, in general, of the Hatsushi development. <br /> <br />As you know, the Hatsushi family conducted two open discussions at their residence a few months ago. <br />The purpose was to introduce their development plan to the neighborhood, and to get some feedback. <br />While many people attended from the community, and the vast majority of the neighbors supported the <br />plan, I don't remember meeting you. I apologize if we failed to notify you of the meetings. <br /> <br />Mr. Lloyd has been an outspoken opponent of the use of the EVA for construction purposes, and even <br />temporary ingress and egress. We certainly understand his concerns, since his home is the only home <br />directly affected by the EVA, and is the closest home to the planned development. We have worked with <br />him in an effort to address his concerns. Unfortunately, we have been unsuccessful. Like you, Mr. Lloyd <br />generally supports the Hatsushi development, with reservations. <br /> <br />I would like to address the issues raised in your emails to Mr. Pavan. There are two phases to the <br />development. The first phase will result in the creation of four lots (10-13) to the south (the closet to <br />your homes), and Phase II will result in the creation of nine new lots to the north in the general vicinity of <br />Vineyard Avenue. <br /> <br />There are three potential routes into and out of Phase I. When the general plan and Vineyard Corridor <br />plan were developed, it was determined that the EVA would be used temporarily for both ingress <br />and egress, and for construction in Phase I. As to Phase I, "temporary" is not up to eight years. These <br />lots (10-13) will be developed as soon as the City will permit the construction. <br /> <br />A second route is from Clara Lane to the east. It was anticipated that the EVA would be used, but only <br />until the Clara Lane extension was completed. There is no way of knowing when the extension will be <br />completed, since it must cross over the parcel to the east. There is no development plan in place for this <br />parcel, even though the owner would like to move forward and develop his three lots. As such, it is <br />possible that construction may begin in Phase I before the extension is completed. It is probable, <br />however, that the extension will be completed, and placed in use, sometime during the Phase I <br />home construction. <br /> <br />The third route, from Vineyard Avenue, will not exist for at least three to eight years. This area has two <br />present leaseholds (the nursery and the landscape supply company). One lease expires in a few years, <br />but the other lessee has a five year option. "Poor planning" or not, Mr. Hatsushi has no right to drive <br />trucks and equipment through the lessee's business, and the City has always envisioned the use of the <br />EVA for this purpose. <br /> <br />A comment was made that the trucks could not negotiate around the islands at the north end of <br /> <br />/21/2006 <br />
