<br />grading and subdivision improvements would still have to use Montevino Drive to access the <br />Hatsushi property. <br /> <br />However, Frank and Lillian Jardin oppose the use of Clara Lane for the Hatsushis' construction <br />traffic and have discussed this issue with staff. There email is attached. Staff notes that in addi- <br />tion to the Jardin property, there are an additional 22 other developed lots of the Delco Homes <br />development that presently use Clara Lane as their only point of access to Vineyard Avenue. <br />Although staff has not contacted them, these owners may also oppose Hatsushi construction traf- <br />fic using Clara Lane. Staff will continue to pursue the Clara Lane extension with the Hatsushis, <br />the Jardins, and the Aminians and, if feasible to do so, will secure the extension with or soon af- <br />ter Hatsushi's first construction phase to reduce the EVA's use by construction traffic. <br /> <br />The EVA will connect to Montevino Drive at the crest of the hill. Attached are the vehicle <br />speed tables for northbound and southbound vehicles on Montevino Drive. It shows the 8Sth <br />speed percentile at 30 m.p.h. for northbound vehicles and 31 to 32 m.p.h. for southbound vehi- <br />cles. The tables also show four northbound vehicles and one southbound vehicle traveling in <br />excess of SS m.p.h. The speed limit on Montevino Drive is 2S m.p.h. Staff considers the con- <br />struction/domestic traffic from Lots 10 through 13 using the EVA to reach Montevino Drive to <br />be acceptable. <br /> <br />Extending Road "A" to Vineyard A venue with the first construction phase will require demol- <br />ishing portions of the existing nursery and landscape contractor businesses. The current lease <br />agreements allow these businesses to continue operation unabated until their leases expire. The <br />aerial photograph on the following page shows the existing structures and uses in the path of the <br />Road "A" right-of-way. <br /> <br />Therefore, as permitted by the Vineyard Avenue Corridor Specific Plan, vehicular access to Lots <br />10 through 13 for construction and non-construction traffic may be temporarily provided by way <br />of the Emergency Vehicle Access (EVA) connection to Montevino Drive until such time as the <br />public street!cul-de-sac connection to Clara Lane or Vineyard Avenue is achieved. Afterward, <br />the EVA shall be used for emergency vehicles only. Since the use of the EVA was defined and <br />evaluated with the Vineyard Avenue Corridor Specific Plan, modifYing or eliminating the <br />Hatsushis' ability to use the EVA as defined by the Specific Plan will require an amendment to <br />the Specific Plan. As conditioned, the EVA is required to be setback 4S feet from the Lloyd <br />property line, thereby reflecting the Specific Plan. <br /> <br />Design Guidelines <br /> <br />Diagrams. Drawings. and Review Procedures <br /> <br />The Vineyard Avenue Corridor Specific Plan contains general architectural and landscape de- <br />sign guidelines covering the Low Density Residential development sites. The proposed design <br />guidelines for the lots covered by this development plan are attached.
