<br />Parcel "A" Comments: <br /> <br />Parcel "A", the Hatsushi parcel, is 4.3-acres in size and is designated for the existing Hatsushi <br />home and Open Space land uses by the Specific Plan. Mr. Hatsushi currently grazes several <br />head of cattle on the open space portion of his property. To define and separate the developed <br />and open space portions of Parcel "A", staff has conditioned a separation line generally follow- <br />ing the SIO-foot contour line, which corresponds to a 30-foot rear setback from the Hatsushi <br />home, to be shown on the Tentative Subdivision map for review by the Planning Commission. <br /> <br />Phillip and Yvette Horning (812 Montevino Drive) requested the present cattle grazing be al- <br />lowed to continue. Mr. Hatsushi has grazed several head of cattle on Parcels 2 and 3 and would <br />like to retain the option of grazing cattle on the 3.4-acre open space portion of Parcel "A". The <br />Vineyard Avenue Corridor Specific Plan specifies the following farm animals that Mr. Hatsushi <br />may keep as a permitted use, provided the Planning Commission find that this limited keeping <br />of animals will not significantly impact neighboring residences: <br /> <br />. Fifty small fowl (chickens, ducks, guinea fowl) or rabbits per acre; <br />. One head of cattle, horse, or donkey per I.S-acres; <br />. One sheep or goat per 0.7S-acres; or, <br />. Any other potential farm animals subject to type and quantity approved by the Plan- <br />ning Commission. <br /> <br />Staff notes that Mr. Hatsushi has not requested keeping small fowl, horses and donkeys, or <br />sheep and goats on Parcel "A". Swine and large fowl, e.g., geese, turkeys, etc., may not be kept <br />on Parcel "A" because it is less than the five-acre minimum lot size required by the Specific <br />Plan for these types of animals. <br /> <br />Parcel "B" Comments: <br /> <br />Parcel "B" is an open space/slope bank area facing Vineyard Avenue, which separates the rear <br />yards of Lots 1 through 3 from Vineyard Avenue and transitions the lot grades to the street <br />grade. <br /> <br />Parcel "C" Comments: <br /> <br />Parcel "c" is an open space/transition area between the proposed project and the open space ar- <br />eas on the adjoining Clara Lane development. As conditioned, Parcel "c" will be used for the <br />bio-retention areas to treat storm water runoff before it enters the City's storm drains. <br /> <br />Emergencv Vehicle Access to Montevino Drive <br /> <br />With the first construction phase, the Hatsushis will construct an Emergency Vehic1e Access <br />(EVA) from the cul-de-sac accessing Lots 10 through 13 to Montevino Drive.
