<br />IV. PROJECT DESCRIPTION <br /> <br />The proposal includes the following: <br /> <br />. Thirteen single-family building sites divided into two phases. Phase One will include <br />Lots 10 through 13 and Parcel "A", the existing Hatsushi home, on the upper portion <br />of the site. The Hatsushis will make the Phase One lots available to their children for <br />their personal homes. Phase Two will include Lots 1 through 9, the sites of the West- <br />ern Garden Nursery and Tri-Valley Landscaping and Masonry Supply, on the lower <br />portions of the site. The Phase Two lots will be offered to the public at large and as <br />proposed can be developed individually or mass-developed by a single developer. <br /> <br />. Parcel "A" will separate Phase One and Phase Two following the Specific Plan's <br />Land Use Element. Parcel "A" is 4.3-acres in size and includes the existing Hatsushi <br />home and accessory structures. As proposed and conditioned, limited animal hus- <br />bandry including cattle grazing will be allowed on the open space portion of Parcel <br />"A". <br /> <br />. Lots 1 through 13 will vary in size from 20,013 square feet to 3S,309 square feet. The <br />average lot size is 26,792 square feet. The building and landscape designs for these <br />lots will be governed by design guidelines. <br /> <br />. All proposed lots will be accessed from public streets following the Specific Plan's <br />Circulation Element. Parcel "A", the Hatsuhi residence, will continue to be accessed <br />directly from Montevino Drive. <br /> <br />. The proposed project will be constructed in two phases. Phase One will include the <br />cul-de-sac serving lots 10 through 13, the public street connection to the adjoining <br />Clara Lane development, and an emergency vehicle access (EVA) from the proposed <br />cul-de-sac to Montevino Drive. Phase two will include the public street and cul-de- <br />sac serving Lots 1 through 9 and the connection to Vineyard Avenue. <br /> <br />. Parcel "B" is a landscape area facing Vineyard Avenue and Parcel "c" is a landscape <br />area and slope bank adjoining the landscape areas and slope banks of the adjoining <br />Clara Lane developments. As conditioned, bio-retention/filter swales will be located <br />in Parcel "c" and in the lower portion of Parcel "A" for Lots 10 through 13. <br /> <br />. Parcel's "B" and "c" will be owned and maintained by a Homeowners Association <br />made up of Lots 1 through 13 and Parcel "A". <br /> <br />. The proposal will be a custom lot development.
