The
company would install a cellular antenna on the sites in order to provide
better cell phone coverage for its customers in the Pleasanton and Tri-
Valley area. City staff has reviewed the proposal and has determined that
the location of the antennae on the water tank sites will not interfere with
the City's use of the site. The company will still be required to obtain the
necessary planning approvals from Pleasanton and Dublin and the lease
expressly provides that by entering into the lease the City's discretionary
land use authority concerning the antenna is not impaired. The monthly
rent is $2000/month for each site, with an annual increase of 3%. The total
term of the lease is 25 years.

Honorable Mayor and Members of the City Council:

BACKGROUND

The City owns property on which various water tanks are sited. Because these sites are often in
higher elevations, these sites are viewed by cellular companies as highly desirable for the
placement of cellular antennae. Recently, Omnipoint Communications, a subsidiary of
T-Mobile, contacted City staff to inquire whether the City would have an interest in leasing a
portion of its Moller Ranch Tank Site (off Moller Ranch Road) and a portion of its Tassajara

SR:6:173
Page 1
