Alternative 2 <br /> <br />In this arrangement, both the cultural arts center and the ACE Train Station would be <br />located in the Phase II area, The cultural arts center would be located more centrally in the <br />Central Area of the Bernal Property, in sub-area 6 near Valley Avenue, and the Ace Train <br />Station would be located in sub-area 2, Under this alternative, the provision of the site for <br />the train station would result in reducing the size of the open space area in the Central Area, <br />Figure 8 (p, 26) shows Alternative 2, <br /> <br />2. Other Project Alternatives <br /> <br />The use and siting alternatives outlined above represent theoretically possible land use and <br />siting possibilities for the site. Additional theoretically possible alternatives include (a) a <br />different set of land uses and land use locations for the site, (b) a "no development" <br />alternative, and (c) an alternative site for the project, <br /> <br />a. Alternative 3: Alternative Project for the Site <br /> <br />An alternative of a different project is suggested by the land use plan shown in the Phase I <br />Specific Plan for the Bernal Property, This is the "no project" alternative as required by <br />CEQA: "no project," in the sense that, if Pleasanton does not adopt the Phase II Bernal <br />Property Specific Plan, the Phase I Specific Plan would remain applicable, Figure 9 (p, 27) <br />shows the Phase I Specific Plan and its designations for Phase II lands, <br /> <br />The Phase I and Phase II plans are essentially the same with these exceptions: <br /> <br />. Golf In the Western Area, the lands in Phase II sub-areas 11 through 16 that are <br />designated for open space and other public uses are designated for "Potential Golf <br />Course" in the Phase I land use diagram, <br /> <br />. Residential, In the Central Area, land in Phase II sub-area 3 and part of sub-area 6 that <br />are designated for open space are designated for "Optional Residential" in the Phase I <br />land use diagram, <br /> <br />The possible option of adopting a plan that incorporates either golf or residential or both <br />has been eliminated or set back by subsequent events <br /> <br />. Golf Since the time of the adoption of the Phase I Specific Plan, Pleasanton has devel- <br />oped a municipal golf course in the Happy Valley area (opened for play in November, <br />2005), With plans for that course going forward, the relative importance of golf on the <br />Bernal Property diminished and direction given by the City Council, City Commissions <br />and citizen task forces became more focused on other kinds of public uses, <br /> <br />During the Phase II planning process, the Bernal Property Task Force prioritized 42 <br />potential land uses, and golf placed next to last (ranking 38, 39,40, and 41 for various <br /> <br />28 <br />
