Direction Established in the Phase I Specific Plan <br /> <br />The Phase I Specific Plan of August, 2000, provides coordinated conceptual policy guidance <br />for the entire S16-acre Bernal Property and specific development direction for the 198 acres <br />of the site purchased from San Francisco by Bernal Investment Corporation, a private <br />developer. The setting sections of the Phase I Specific Plan EIR encompass the entire Bernal <br />Property, including the 318-acre portion now addressed by the Phase II Specific Plan, Figure <br />3 (p, 7) shows the planning areas for the Phase I and Phase II Specific Plans, <br /> <br />The Phase I Specific Plan allows the following private development on the 198-acre privately- <br />owned portion of the site: <br />. residential <br />. commercial/office space <br />. park <br /> <br />The Phase I Specific Plan allows certain uses on the 318-acre City-owned portion of the site: <br />. Bernal Community Park a multi-use facilities of sports fields and other outdoor <br />recreation and activity uses <br />relocation of Fire Station #4 from Downtown Pleasan- <br />ton to Bernal Avenue near Valley Avenue (completed) <br />neighborhood park and elementary school <br />the Knoll and neighborhood special use park <br />including detention basins and noise berms <br />(completed) <br />roads (partially completed), parking, and trails <br /> <br />. <br /> <br />fire station <br /> <br />. <br /> <br />other public facilities <br /> <br />open space <br />environmental mitigation <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />circulation <br /> <br />approximately 571 units <br />up to 750,000 square feet <br />Village Common and neighborhood park <br /> <br />b.
