Direction Established in the Phase I Specific Plan <br /> <br />The Phase I Specific Plan of August, 2000, provides coordinated conceptual policy guidance <br />for the entire S16-acre Bernal Property and specific development direction for the 198 acres <br />of the site purchased from San Francisco by Bernal Investment Corporation, a private <br />developer. The setting sections of the Phase I Specific Plan EIR encompass the entire Bernal <br />Property, including the 318-acre portion now addressed by the Phase II Specific Plan, Figure <br />3 (p, 7) shows the planning areas for the Phase I and Phase II Specific Plans, <br /> <br />The Phase I Specific Plan allows the following private development on the 198-acre privately- <br />owned portion of the site: <br />. residential <br />. commercial/office space <br />. park <br /> <br />The Phase I Specific Plan allows certain uses on the 318-acre City-owned portion of the site: <br />.
