<br />Chapter 2 <br />Project Description <br /> <br />The 318-acre Phase II Specific Plan site is generally flat with three exceptions: <br /> <br />. A corridor along the western boundary that is characterized by land forms associated <br />with the Arroyo de la Laguna; <br /> <br />. A corridor along the west side of 1-680 that includes a landscaped berm for noise <br />reduction purposes; and <br /> <br />. The Knoll at the southern end of the Property that can be seen from many areas of <br />Pleasanton and serves as a point of orientation both to those passing through the City <br />from the north on 1-680 and to observers along Bernal Avenue in the area between the <br />Arroyo and downtown, <br /> <br /> <br />Public use of the Bernal Property has a long history, beginning with the acquisition of the <br />site by the City and County of San Francisco in the early 1930s, Milestones in the recent <br />history of the site are identified in the box at the left, Key planning actions by the City <br />relating to the Bernal Property include: <br /> <br />. Adoption ofthe Phase I Specific Plan for the Bernal Property. The Phase I Specific Plan <br />allows primarily office, retail, and residential development on the approximately 198- <br />acre phase I private development area, while providing general direction for the <br />development of the balance of the Bernal Property, including the Phase II 318-acre area <br />now in City of Pleasanton ownership, The Phase I Plan was approved by the City <br />Council on August 21, 2000. <br /> <br />. Preparation ofthe Phase II Specific Plan, The Phase II Specific Plan addresses the <br />entire 318 acres under City ownership, The subject of the EIR is the full Phase II <br />Specific Plan area, including a 13-acre baseball field complex already approved (see <br />next bullet point) considered as part ofthe Plan context, <br /> <br />. Preparation of the Bernal Community Park Master Plan, The Bernal Community Park <br />Master Plan would occupy approximately 50 acres in the Central Area of the Bernal <br />Property and provides primarily sports fields and other active recreation facilities, It <br />may also include an outdoor amphitheater, <br /> <br />Development of three baseball fields on 13 acres of the Community Park (Phase One) <br />site is proceeding under a Negative Declaration approved July 19, 2005 (see Chapter 3), <br /> <br />The Phase II Specific Plan together with the Community Park Master Plan constitute the <br />CEQA "project" addressed in this EIR,s <br />5 <br />
