. A procedure is to be established by the Parks and Community Services Department for citizens to report potential complaints about nighttime lighting to the City. In addition to sports field lighting, low-profile lighting is planned along the primary park trails to help ensure the safety and security of users. Street lighting poles and fixtures that match the existing Bernal Property standards are also proposed along the future extension of Pleasanton Avenue, and within parking lots. Visual Resources - The open area in which the Community Park is to be located provides panoramic views from Bernal Avenue to the Pleasanton Ridgelands and the Southeastern Hills. These views provide major aesthetic and community character amenities for the City and are to be substantially protected. In order to ensure that future Community Park improvements do not significantly obstruct or reduce the quality of these views, the following measures are to be implemented: . No Park buildings exceeding 1,000 square feet in area nor 15 feet in height are to be located within 800 feet of Bernal Avenue. . Trees planted within 800 feet of Bernal Avenue should consist of species that are generally limited in height, and situated/clustered to frame views of the outlying scenic hills. . No two-story buildings are permitted within the Park. IX. IMPLEMENTATION PROCESS All Community Park uses and improvements are to be consistent with the Pleasanton General Plan, Bernal Property Specific Plans, ElR, and all other applicable City regulations. Planned Unit Development (PUD) plans for the Phase "One" (three baseball fields) portion of the Community Park were approved by the City Council in July 2005, and are deemed to be consistent with this Master Plan. All future PUD development plans for Community Park improvements are to be prepared consistent with this Master Plan, and are subject to approval by the City Council. 23
