<br />VII. PUBLIC INFRASTRUCTURE <br /> <br />The primary infrastructure facilities, including water <br />transmission lines, wastewater trunk lines, storm water <br />detention facilities, and public utilities, have been master <br />planned to include the Community Park in the Bernal <br />Property Phase I and II Specific Plans. No other new major <br />infrastructure lines or structures are anticipated within the <br />Community Park. Infrastructure planning for the <br />Community Park is therefore to take place consistent with <br />the Specific Plans. <br /> <br />VIII. ENVIRONMENTAL PROTECTION <br /> <br />The Community Park presents several environmental <br />matters that will require careful evaluation, mitigation, <br />and monitoring. These include: <br /> <br />. Noise <br />. Lighting <br />. Visual resources <br /> <br />Noise - The Community Park will generate noise primarily <br />from vehicular traffic, sports activity cheering, amplified <br />game announcing, and performances at the amphitheater. <br />Noise created by crowds at these activities will be <br />adequately mitigated by the more than 800-foot wide open <br />space "grand meadow" buffer situated between the fields <br />and the nearest residential neighborhood to the west. In <br />addition, amplified sound is to be directed downward <br />toward the viewing terraces to reduce off-site noise <br />impacts. <br /> <br />Lie:htine: - All of the formal sports fields are to be lighted. <br />Special consideration for reducing the potential impacts of <br />lighting on neighboring residential neighborhoods is of <br />primary importance. The following measures are included <br />in this Plan to mitigate the potential for adverse light and <br />glare impacts: <br /> <br />. All lighted fields are to be located at least <br />800 feet east of the nearest housing to <br />provide a substantial buffer. and per the <br />requirements of the "Initiative to Save Our <br />Community Park." <br />. Highly effective lighting cut-off shields <br />and luminaries are to be included in the <br />Park development plans to ensure <br />minimal "spill light" onto areas that are <br />not intended to be lighted. <br /> <br />22 <br />
