VII. PUBLIC INFRASTRUCTURE The primary infrastructure facilities, including water transmission lines, wastewater trunk lines, storm water detention facilities, and public utilities, have been master planned to include the Community Park in the Bernal Property Phase I and II Specific Plans. No other new major infrastructure lines or structures are anticipated within the Community Park. Infrastructure planning for the Community Park is therefore to take place consistent with the Specific Plans. VIII. ENVIRONMENTAL PROTECTION The Community Park presents several environmental matters that will require careful evaluation, mitigation, and monitoring. These include: . Noise . Lighting . Visual resources Noise - The Community Park will generate noise primarily from vehicular traffic, sports activity cheering, amplified game announcing, and performances at the amphitheater. Noise created by crowds at these activities will be adequately mitigated by the more than 800-foot wide open space "grand meadow" buffer situated between the fields and the nearest residential neighborhood to the west. In addition, amplified sound is to be directed downward toward the viewing terraces to reduce off-site noise impacts. Lie:htine: - All of the formal sports fields are to be lighted. Special consideration for reducing the potential impacts of lighting on neighboring residential neighborhoods is of primary importance. The following measures are included in this Plan to mitigate the potential for adverse light and glare impacts: . All lighted fields are to be located at least 800 feet east of the nearest housing to provide a substantial buffer. and per the requirements of the "Initiative to Save Our Community Park." . Highly effective lighting cut-off shields and luminaries are to be included in the Park development plans to ensure minimal "spill light" onto areas that are not intended to be lighted. 22
