<br />The Park Master Plan, the Phase II Specific Plan <br />and the EIR were prepared concurrently by City <br />staff and consultants. This process provided the <br />opportunity for the environmental consultants to <br />recommend mitigations for the potentially <br />significant environmental impacts that were then <br />incorporated directly into the plans, The result is <br />what is called "mitigated plans," or plans that <br />contain the environmental mitigations within <br />their text. This approach allowed for a more <br />interactive exchange of information between the <br />staff that wrote the plans and consultants who <br />evaluated the environmental consequences. <br /> <br />All EIR mitigations contained in the Phase II <br />Specific Plan that also pertain to the Park Master <br />Plan Area, as determined by the City Council <br />while reviewing future phases of the Park, shall <br />become a requirement of Planned Unit <br />Development (PUD) plan approval, as applicable <br />to each phase. <br /> <br />MASTER PLAN DOCUMENT ORGANIZATION <br /> <br />This Master Plan is organized into the following ten <br />chapters: <br /> <br />1.
