GHAD; however, staff has been meeting with the Lemoine Ranch Homeowner's Association
board of directors on a number of issues, one being the function of the GHAD, so staff does
not feel a meeting with this group is necessary at this time. Additionally, there have not been
any occupancies within the Kolb Ranch Subdivision to-date; consequently, staff is suggesting
postponing the meeting until next year, when there will be new residents within this GHAD.
This report will once again be sent to all the residents within each of the GHADs. Any
questions that arise from that mailing will be addressed in our July 18, 2006 staff report.

FISCAL IMPACT

Funding of these GHADs will have a minimal fmancial effect on the City. Because of
Proposition 218, the City now pays a share of the Oak Tree Farm assessment ($239), a share
of the Moller Ranch assessment ($91), and two shares of the Laurel Creek Estates assessment
($628 annually). Staff's cost to administer these Districts will continue to be funded by the
assessments.

nuL

Rob Wilson
Director of Public Works

~~

Respectfully submitted,

David P.
