<br />Laurel Creek Estates <br /> <br />The Engineer's Report for the Laurel Creek Estates GHAD provides that funding is needed <br />for the following: repair and maintenance of surface and subsurface drainage facilities, slope <br />stabilization, erosion control, routine maintenance, site inspection, preparation of the <br />Engineer's Report and City administrative costs. This year, the parcel assessment has been <br />increased 2.3 percent for inflation from $307 to $314, including the two City-owned water <br />reservoirs within the District. With the addition of the Kolb Ranch Homes there are 121 <br />properties within the District (102 Laurel Creek Estates, including the two City-owned water <br />reservoirs, the 7 annexed with Oak Hill Estates and the 12 properties annexed as the Kolb <br />Ranch Estates). This year's budget will be $37,994. Currently, the Laurel Creek Estates <br />GHAD has a fund balance of $350,242. At the time of initiation of this District, each <br />homeowner was required to fund the GHAD in the amount of $1,000 per lot at the time of <br />close of escrow. This condition was also imposed upon the Oak Hill Estates and Kolb Ranch <br />Estates lots at the time they were annexed into the existing GHAD. The budget for this district <br />assumes the potential for a significant repair of the hillside slopes once every ten years. <br /> <br />Lemoine Ranch Estates <br /> <br />The Engineer's Report for the Lemoine Ranch Estates GHAD provides that funding is needed <br />for the following: inspection, repair of the surface drainage improvements such as the concrete <br />v-ditches and storm drain outlets including detection and mitigation of potential geologic <br />hazards, slope stabilization, erosion control, routine maintenance, site inspection, preparation <br />of the Engineer's Report and City administrative costs. This will be the third year of <br />assessments for Lemoine Ranch Estates GHAD. The parcel assessment has been increased <br />2.3 percent for inflation from $511 to $523. There are no City-owned parcels within this <br />GHAD. With 12 properties within the District, this year's budget will be $6,276. The <br />Lemoine Ranch Estates GHAD will have a fund balance of $23,591. (The developer was <br />required to fund the GHAD in the amount of $1,000 per lot at the time of the final map <br />approval.) <br /> <br />PUBLIC COMMENT <br /> <br />In the past, staff has held informational meetings with property owners from each District to <br />promote a better understanding of these districts. Over the last several years only one resident <br />has attended these meetings. The single resident expressed concerns about erosion that was <br />taking place on the hillside above the homes within the Oak Tree Farm development. Staff has <br />addressed this issue over the last three years as the budget allowed. These repairs are now <br />complete. <br /> <br />Staff had considered having a informational meeting this year because of the addition of the <br />Lemoine GHAD and the annexation of the Kolb Ranch Subdivision to the Laurel Creek <br /> <br />SR 06:136 <br />Page 7 of 32 <br />
