. Three additional members selected by Alameda County

The maximum committee size would be 12 members.

Staff contacted residents of the area via regular mail and email with an invitation to a public
meeting on May 9 to discuss the committee composition. Approximately 35 people attended
from the area including Sycamore Creek Way, Alisal Street, Happy Valley Road, Sycamore
Road; Mockingbird Lane W., Byrd Lane, and Clubhouse Drive. LaVerne and Al Spotorno
were there as well as Pat Costanzo and three other attendees from Greenbriar, and three
members of the Church.

Staff outlined the HVBRC composition, goals and timeline, and responded to questions from
meeting attendees. In addition, a memorandum was distributed that explained the expectations
for those interested in becoming BRC members-e-xpect to attend all meetings (sans
emergencies), represent consensus view of your area even if it differs from your own, publicly
share your contact info, comply with ground rules set at the May 9th meeting, and understand
that participation is subject to the Brown Act (further explained in summary fashion). Seven
candidates expressed interest and they are:

. Wes Felton, 657 Happy Valley Rd.
. Jim Frietas, 1019 Byrd Lane
. Vanessa Kawaihau, 871 Sycamore Rd.
. Roger Manning, 5295 Clubhouse Dr.

. Bob Maund, 806 Sycamore Creek Way
. Pete Richert, 1340 Happy Valley Rd.
. Al Schorno, 6767 Alisal St.

They are dispersed geographically throughout the area (see map attached as Exhibit B) and
were accepted by the meeting attendees. With the seven residents named above, three from
Alameda County (not yet named) and Al Spotorno and Pat Costanzo, the committee would
have a total of 12 members.

As of May 31, 2006, staff had not received the names of the representatives selected by
Alameda County. Since these three representatives are being selected via a process separate
from the City's, staff asks that Council appoint the seven proposed in this report and permit the
County's representatives to be included without further Council action.

The committee is subject to the Brown Act and as a result, meetings will be open to the public
and agendas will be publicly posted. The Committee's first meeting has been tentatively
scheduled for June 8, 2006.

FISCAL IMPACT

None at this time

SR 06:123
