biological resources due to grading of hillsides. anticipated increases in erosion. and increased <br />visual impacts due to the increased number of homes. <br /> <br /> Therefore. based on the facts set forth below. and the information in the Draft EIR and <br />Final EIR, Chapter 5, the City Council finds that Alternative 3 is less desirable than the proposed <br />Project, and rejects Alternative 3 for the following reason: <br /> <br /> 1. Same or Greater Impacts. Alternative 3 would have environmental impacts which <br /> are equal to or greater than the Project, and this alternative would not reduce any <br /> significant environmental effect of the Project. <br /> <br />Altemative 4: CURRENT VINEYARD AVENUE ALIGNMENT <br /> <br /> Altemative 4 would provide for the Project proposed in the Specific Plan. except that <br />Vineyard Avenue would not be realigned. Keeping Vineyard Avenue in its current location <br />would result in a slight reduction of impacts on earth resources. biological resources. and <br />hydrology and water quality because roadway work would not occur near the arroyo. However, <br />by leaving Vineyard Avenue in its current configuration, school children would be forced to <br />cross a busy road where traffic moves at higher speeds. <br /> <br /> Therefore, based on the facts set forth below, and the information in the Draft EIR and <br />Final EIR, Chapter 5, the City Council finds that Alternative 4 is less desirable than the proposed <br />Project, and rejects Alternative 4 for the following reasons: <br /> <br /> 1. Safety. Failure to realign Vineyard Avenue would increase the risk of injury. from <br /> pedestrian and vehicular accidents and for school children accessing the new <br /> school facility, because the children would have to cross a busy street with <br /> fast-moving vehicles. <br /> <br /> 2. Impacts. Alternative 4 would have environmental impacts which are slightly <br /> greater than the Project, and this alternative would not substantially reduce any <br /> significant environmental effects of the Project. <br /> <br />Alternative 5:480 HOME DEVELOPMENT <br /> <br /> Altemative 5 would provide for increased density through the development of 480 <br />residential units, an elementary school, community park, vineyards, and open space as evaluated <br />in the Final EIR. This alternative would include a re-alignment of Vineyard Avenue along the <br />arroyo into a two-lane arterial. The total number of housing units would increase by 254 percent, <br />and there would be increased impacts related to land use density, earth resources, hydrology and <br />water quality, biological resources, air quality, traffic, water supply, sanitary sewer treatment and <br />export, and visual resources.
