does not include any trails or recreational amenities; lacks a community park to serve residents: <br />lacks infrastructure improvements; lacks a new elementary. school site: fails to provide for a safer <br />re-alignment of Vineyard Avenue; and does not create as many new jobs or revenues. This <br />alternative eliminates potential enhancements to the community in the form of a communi~' <br />park, trails, open space, vineyards, development standards. Vineyard Avenue re-alignment and <br />infrastructure improvements. <br /> <br />Altemative 2:150 HOME DEVELOPMENT <br /> <br /> This alternative would result in the development of a total of 150 new housing units, <br />visitor serving uses, vineyards, a community park, school. and open space. Alternative 2 would <br />result in generally the same impacts related to land use conflicts, earth resources. hydrology and <br />water quality, biological resources, visual resources and cultural resources. However. because of <br />the larger anticipated commercial component of this project, Alternative 2 would cause increased <br />vehicular trips, as well as related impacts on air quality and noise. It would also result in greater <br />vehicular safety risks since Vineyard Avenue would remain in its current location. <br /> <br /> Based on the facts set forth below, and the information in the Draft EIR and Final EIR, <br />Chapter 5, the City Council finds and determines that Alternative 2 is less desirable than the <br />Project, and rejects this alternative for the following reasons: <br /> <br /> 1. Traffic. This altemative is expected to generate 57 more vehicular trips during the <br /> a.m. peak hour and 38 more trips during the p.m. peak hour than the proposed <br /> project due to the increased number of vehicles from the commercial uses when <br /> compared to the reduction in vehicles associated with 39 fewer homes. This <br /> would result in minor additional traffic related impacts within the Plan Area and <br /> at street intersections beyond the Plan Area. <br /> <br /> 2. Air Quality. The air quality impacts of this altemative would be slightly <br /> increased compared to the proposed project because more vehicular trips would be <br /> generated. <br /> <br /> 3. Noise. Minor increases in traffic noise levels would be anticipated along local <br /> roadways with this alternative when compared to the proposed project due to the <br /> higher traffic volumes. <br /> <br /> 4. Safety. This altemative does not include the realignment of Vineyard Avenue. <br /> This increases safety risks due to potential conflicts between existing driveways <br /> and increased traffic volumes. <br /> <br />Altemative 3:250 HOME DEVELOPMENT <br /> <br /> Altemative 3 would increase density up to a total of 250 new housing units. Land use <br />impacts would increase in nearly all areas due to increased density. More extensive grading <br />would be needed to accommodate more homes, resulting in greater impacts to earth and <br /> <br />Exhibit B 4 <br /> <br /> <br />
