Mitigation Measure 4.4-4: Wetland and Other Jurisdictional Waters of the United States. All <br /> grading plans shall include a minimum 100-foot setback from intermittent drainages and other <br /> seasonal wetlands that are not identified for development in the Specific Plan. The wetlands <br /> identified for development in the Specific Plan include the northern portion of the western-most <br /> drainage from approximately 300 feet south of the existing alignment of Vineyard Avenue to <br /> Arroyo del Valle to accommodate road crossings and residential development on Lots 18 and 22. <br /> the northern portion of the central drainage from the existing alignment of Vineyard Avenue to <br /> Arroyo del Valle to accommodate the proposed school on Lots 18 and 19, a 300-foot section of <br /> the eastern drainage south of the existing alignment of Vineyard Avenue to accommodate <br /> residential development on Lot 27, a 60-foot section of the eastern drainage near the Plan Area' s <br /> northern boundary to accommodate the realigned Vineyard Avenue crossing, and the majority of <br /> the eastern-most drainage that ends in a seep south of the existing alignment of Vineyard Avenue <br /> on Lot 28 to accommodate residential development. <br /> <br /> Measures to minimize erosion and rimoff into seasonal drainages shall also be included in all <br /> grading plans. Appropriate runoff controls such as berms, storm gates, detention basins, <br /> overflow collection areas, filtration systems, and sediment traps shall be implemented to control <br /> siltation and the potential discharge ofpollutants into preserved drainages. <br /> <br /> Prior to issuance of grading permits for Lots 18, 19, 21, 22, 24, 26, 27, 28, 32, and 33, a <br /> qualified biologist shall determine, through the formal Section 404 wetlands delineation process, <br /> the extent of jurisdictional wetlands on each lot. Authorization of a Section 404 permit shall be <br /> secured from USACE and a Section 1603 agreement shall be secured from CDFG, if applicable. <br /> As part of the permitting process, mitigation of impacts to jurisdictional wetlands shall be <br /> identified and implemented. The acreage shall be replaced or rehabilitated on a "no-net-loss" <br /> basis in accordance with USACE regulations. Habitat restoration, rehabilitation, and/or <br /> replacement shall be at a location and by methods agreeable to USACE. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.4-5: California Red-legged Frog. Implementation of the proposed project could result in <br /> loss of suitable California red-legged frog habitat. This impact would be considered potentially <br /> significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential biological <br />resource impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.4-5: California Red-legged Frog. All grading plans will include a minimum <br /> 100-foot setback from seasonal ponds that are not identified for development in the Specific <br /> Plan.
