<br />arguments, set July 3, 2006 as the deadline for rebuttal arguments, direct the City Attorney to <br />prepare an Impartial Analysis by June 23rd, and request that the County Registrar's Office <br />consolidate the initiative measure election with the general election. <br /> <br />Informational Outreach. City staffwill undertake public information outreach to provide <br />residents with more complete facts about the public process by which the Bernal Property Phase <br />II Specific Plan was developed, including the "grand park" concept Sub-area Land Use Plan and <br />Potentially Permitted Land Uses by Sub-Area. During this public information outreach, an <br />informational website link may be established, handouts may be made available at City <br />facilities, and possibly a community newsletter may be mailed to residents. The Illustrative Site <br />Plan may be used in such informational materials. The City may only provide information, and <br />cannot advocate any position with regard to the initiative measure. <br /> <br />Consolidation and Election Procedures <br /> <br />To most effectively utilize staff time and City resources, the City regularly consolidates <br />its municipal election with the Statewide general election, to be held on November 7, 2006, <br />which is administered by the Alameda County Registrar's Office. The attached resolution, <br />Exhibit C, is required by State law for each election and authorizes the City Clerk to request <br />such consolidation. <br /> <br />With regard to other election procedures, the Council must determine the following: <br /> <br />A. If candidates will be charged for printing their Statement of <br />Qualifications and when the charges will be paid; <br /> <br />B. The length of the Statement of Qualifications; and <br /> <br />C. If additional material other than the sample ballot and voter <br />pamphlet will be sent to voters. <br /> <br />The Council's past policies on the above issues have been to: (a) charge candidates a fee <br />for the cost of printing and mailing their Statements of Qualifications; (b) limit the Statements of <br />Qualification to a maximum of 200 words, rather than the allowable maximum of 400 words; (c) <br />limit the official election material sent to voters to the sample ballot and voter pamphlet. Staff <br />recommends that the Council adhere to this past policy and set the charge for the printing and <br />mailing of the candidates Statements of Qualification at $240 per candidate, payable at the time <br />of filing of nomination papers. <br /> <br />In setting other procedures for the November election, the Council also should establish <br />the procedure in the event of a tie vote.
