<br />-~' ..'., <br />~a ~_ <br /> <br />Voter Initiative Objective <br /> <br />TO ENSURE THAT ALL PLANNING WITHIN THE PHASE II SPECFIC PLAN AREA IS <br />CONDUCTED IN ACCORDANCE WITH INITIATIVES APPROVED BY THE VOTERS <br />OR ADOPTED BY THE CITY COUNCIL. <br /> <br />Following is a summary of matters relating to recent and potential future Bernal Property citizen <br />initiatives for background informational purposes. For the complete wording of each initiative, <br />please refer to Appendix 1, 2 and 3. Aactual initiative wording is to take precedence over the <br />following summary wording, <br /> <br />Voter Initiative Policy 1: Bernal Property Initiative (Measure V). There shall be no transfer <br />(with or without consideration), sale, or trade of any City of Pleasanton-owned land within the <br />boundaries of the Bernal Property Phase II Specific Plan Area. All land uses on or of City-owned <br />land within the Phase II Specific Plan boundaries must be accessible by and to the public. Housing <br />of any type is prohibited on city-owned land within the Phase II Specific Plan boundaries. <br /> <br />Voter Initiative Policy 2: Initiative to Save Our Community Park. The approximately 50-acre <br />Community Park shown in Figure 3-2 shall be located within Sub-Areas I or 2 as identified on <br />Figure 3-1. The City shall approve no land uses that are incompatible with use of the Community <br />Park for lighted sports fields, outdoor amphitheatres, amplified sound and other uses typically <br />found in a large community park. The City shall adopt a master plan for the Community Park <br />in order that compatibility of proposed nearby uses can be compared with real plans for the <br />Community Park. Development of the first phase of the Community Park shall be given the <br />highest reasonable priority in development of the Bernal site. Nothing in this policy shall limit the <br />discretion of the City to locate additional park uses in areas outside the Community Park, <br /> <br />Voter Initiative Policy 3: Bernal Property Right to Vote Initiative (Measure X). Land uses <br />and activities to be included in the community facilities land use plan shall be for the <br />community to decide, and the Phase II land use plan shall be subject to approval by the <br />electorate before implementation. <br /> <br />Voter Initiative Policy 4: Potential Future Initiatives. Any substantive adjustments to the <br />boundaries or to the potentially permitted uses within the Planning Area, once approved by the <br />voters, shall require further voter approval. <br /> <br />Voter Initiative Policy 5: Referendable Development Plan Actions. All Planned Unit <br />Development (PUD) plan approvals by the City Council shall be subject to voter <br />referendum procedures. <br /> <br />132 <br /> <br />Land Use Element <br />
