Utilize the Knoll as integrated open space and <br />neighborhood special use park and minimize grading. <br /> <br />Open Space Policy 4: Greenways and Buffers. Create landscaped greenways and buffer areas <br />along major roadways and the Alameda County Transportation Corridor. <br /> <br />Guidelines: <br /> <br />4.1 Landscaping, including street trees, should be provided along the south side of <br />Bernal Avenue that, when mature, will resemble the planting on the north side <br />and within the median of Bernal Avenue. <br /> <br />Off-site Land Use Coordination Objective <br /> <br />TO COORDINATE PLANNING AREA FACILITIES AND ACTIVITES WITH RELATED <br />OFF-SITE LAND USES. <br /> <br />Off-Site Coordination Policy 1: Alameda County Fairgrounds. Work with representatives of the <br />Alameda County Fairgrounds to coordinate related use activities. <br /> <br />Guidelines: <br /> <br />1.1 Establish a program between the City and the Fairgrounds for communicating <br />and coordinating long-range schedules of activities. <br /> <br />1.2 Share facilities and combine activities that are jointly beneficial to the City and <br />the Fairgrounds as opportunities arise. <br /> <br />1.3 Avoid the scheduling of major events that might otherwise cause traffic and/or <br />parking conflicts with fairgrounds activities. <br /> <br />Off-Site Coordination Policy 2: Bernal Property Connection to Downtown. Explore the <br />opportunities for connecting Bernal Property development and activities with the greater <br />Downtown area. <br /> <br />Guidelines: <br /> <br />2.1 Study ways of expanding the Downtown to connect to the northeast portion of <br />the Bernal Property as a part of the Civic Center Master Plan and the next update <br />of the Downtown Specific Plan. <br /> <br />Land Use Element <br /> <br />311 <br />
