<br />-<- <br /> <br />Relationship Of The Specific Plan To The California <br />Environmental Quality Act <br /> <br />The Phase I Specific Plan was prepared in accordance with the definition of a Project <br />Environmental Impact Report (EIR) as set forth under the State of California Environmental Quality <br />Act (CEQA) Guidelines. The ElR was certified by the City Council in August 2000 and addressed <br />anticipated actions at a level of detail sufficient to identify impacts and propose corresponding <br />mitigation measures. Along with evaluating the Phase I environmental impacts, the EIR evaluated <br />and recommended mitigations for certain known and other potential Phase Il impacts, <br /> <br />In addition to the Phase I Specific Plan EIR, a second EIR was certified by Alameda County for the <br />entire Bernal Property in 1995 prior to annexation of the site by Pleasanton. At that time, the <br />previous owner, the San Francisco Water Department, was proposing a mixed-use development <br />project for the entire Bernal Property, A third draft EIR was also prepared by the City of <br />Pleasanton for a previously proposed forced annexation of the Bernal Property that was being <br />considered by Pleasanton in 1995, but was never pursued. <br /> <br />The Phase Il Specific Plan. as well as the Bernal Community Park Master Plan located within the <br />318-acre Phase Il Specific Plan Area, was evaluated by a fourth EIR in 2006. This EIR addressed the <br />anticipated actions for the Phase Il Area in much greater detail than was available for evaluation at <br />the time of the previous EIRs. <br /> <br />Specific Plan Organization <br /> <br />This Specific Plan document is organized into eight chapters and several appendices as follows: <br /> <br />1. <br /> <br />Introduction describes the broad purpose and background of the Phase Il <br />Specific Plan, the legal authority for preparing a speCific plan, and <br />the relationship between the Plan and other pertinent planning and <br />environmental documents. <br /> <br />2, <br /> <br />Executive Summary provides an overview of the Plan's development concept and <br />planning objectives. <br /> <br />3. <br /> <br />Land Use Element presents the Phase Il Plan vision; describes the land use <br />program and potential locations for a variety of public and quasi public uses; and <br />presents the land use objectives, policies and guidelines, <br /> <br />4, <br /> <br />Grand Park Design Element presents the design background and concept for <br />guiding the overall character of the Phase Il specific Plan Area and presents the <br />Grand Park objectives, policies and guidelines. <br /> <br />18 <br /> <br />Introduction <br />
