<br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 06-036 <br /> <br />RESOLUTION ADOPTING THE CEQA FINDINGS <br />AND THE STATEMENT OF OVERRIDING CONSIDERATIONS <br />FOR THE BERNAL PROPERTY PHASE II SPECIFIC PLAN <br />BERNAL COMMUNITY PARK MASTER PLAN PROJECT <br />AND APPROVING THE BERNAL PROPERTY PHASE II <br />SPECIFIC PLAN AND THE RELATED MITIGATION <br />MONITORING AND REPORTING PLAN <br /> <br />WHEREAS, the City is considering adoption of: (1) the Draft Bernal Property Phase II Specific <br />Plan for a 3l8-acre portion of the greater 5l6-acre Bernal Property, located south <br />of Bernal A venue along both sides of 1-680; and (2) the Draft Bernal Community <br />Park Master Plan for approximately 50 acres of land within the Phase II Specific <br />Plan Area (collectively the "Project"); and <br /> <br />WHEREAS, the City has prepared a draft Specific Plan for the 3l8-acre portion of the Bernal <br />Property; and <br /> <br />WHEREAS, the proposed Specific Plan calls for a variety of public facilities, open space, trails, <br />and other recreational amenities, as set forth more particularly in the attached Exhibit <br />A, and as amended pursuant to the attached Exhibit B; and <br /> <br />WHEREAS, the City, acting as the lead agency under the California Environmental Quality Act <br />("CEQA"), determined on March 5, 2005 that an environmental impact report <br />(EIR) was required for the Project and referred a Notice of Preparation of an EIR <br />to all affected/interested agencies, organizations, and persons on August 29, 2005; <br />and <br /> <br />WHEREAS, the City conducted an environmental scoping meeting on September 7, 2005 for <br />members of the public to provide comments on items to be addressed in the EIR; <br />and <br />
