CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 99-048 <br /> <br /> RESOLUTION RECOMMENDING TO THE LIVERMORE <br /> AMADOR VALLEY WATER MANAGEMENT AGENCY <br /> (LAVWMA) BOARD THAT LAVWMA SUPPORT THE <br /> "HYBRID PIPELINE" ALTERNATIVE IN CASTRO <br /> VALLEY AND SAN LEANDRO, THAT LAVWMA <br /> CONTINUE ITS ENVIRONMENTAL WORK ON THE NEW <br /> PIPELINE ROUTING ALTERNATIVES IN PLEASANTON <br /> AND THAT LAVWMA INVESTIGATE ALTERNATIVE <br /> LOCATIONS OF THE EXISTING PIPELINE THROUGH <br /> PLEASANTON <br /> <br />WHEREAS, at its meeting of April 20, 1999, the City Council reviewed the report from the <br /> Director of Public Works (SR 99:107) regarding the factors supporting the <br /> necessity to amend the proposed LAVWMA export pipeline configuration; and <br /> <br />WHEREAS, the LAVWMA Board has asked its member agencies to review alternatives to the <br /> existing export pipeline configuration; and <br /> <br />WHEREAS, Alternative 1, the so called Hybrid Pipeline Alternative, would result in installing a <br /> single 41.2 mgd pipeline through certain urban areas in Castro Valley and San <br /> Leandro and in wetlands area near Roberts Landing, and abandoning the existing <br /> pipeline in those sections; and <br /> <br />WHEREAS, the proposed alignment of the new pipeline through Pleasanton, near and around <br /> the Stoneridge Mall, presents certain difficulties, such as the loss of mature trees, <br /> the need to obtain additional right of way, the potential to relocate the line when <br /> the BART station develops, the need to obtain encroachment permits from <br /> CalTrans, and the potential for damage to the pipeline due to the location of the <br /> pipeline near the Calaveras Fault; and <br /> <br />WHEREAS, there have been proposed alternatives to installing the new pipeline in this area and <br /> environmental review is underway conceming these alternatives; and <br /> <br /> <br />
