Policy 6.5: Ensure land use policies and regulations support contemporary retail
development including an emphasis on pedestrian activity, entertainment, and "shopping
as recreation."

Strategies

. Consider economic development objectives during land use and transportation
planning of the General Plan update.

. Develop and implement a comprehensive marketing strategy to strengthen the
Commendable Commutes Program and Rides to School Program.

. Encourage people to live and work in Pleasanton.

. Expand ACE ridership among people working in Pleasanton. Consider ways to
optimize the ACE train station, focusing on opportunities to stimulate economic
activity, create a pedestrian friendly environment, and serve as an origin and
destination for commute trips.

. Cooperate with local cities and transit agencies to expand subregional transit service
and pursue transit funds from Federal and regional sources.

. Continue to implement the Downtown Specific Plan, particularly improvement projects
related to parking, design and beautification.

. Work with the appropriate transit agencies to expand the north/south 1-680 transit
connection.

. Continue to explore modifications to improve the flow of major arterials within
Pleasanton, to enhance local mobility and traffic movement (such as the Stoneridge
extension and other surface road linkages achieving cross-town traffic flow and
connection to nearby communities). In addition, support improvements to 1-580, 1-680
and Highway 84 (e.g., those encouraged by the Triangle Study) to improve regional
through-lraffic and overall mobility.

. Consider a "green" transit demonstration project which links major activity centers with
BART and hotels, such as a shuttle system using alternative energy.

. Focus attraction and retention efforts on businesses that are a good fit with the
resident worker population.

. Review and amend development regulations to allow Iiveiwork development in
selected locations.

Pleasanton Economic Development Strategic Plan
DRAFT - January 2006

29
