<br />30 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />ECONOMIC VITALITY <br /> <br />General Plan Guidance <br /> <br />General Plan policy guidance pertaining to economic and fiscal matters in the City are <br />contained in the Economic and Fiscal Element of the Plan. Specific policies that most <br />closely relate to the topics discussed at recent General Plan Update meetings are <br />presented below: <br /> <br />Goal4: To recover the direct and indirect costs of providing services and facilities <br />necessitated by buildout of the General Plan through a combination of fees, <br />impactions, and an evaluation oflong-term economic benefits. <br /> <br />Policy 5: Recover the costs of new facilities and infrastructure necessitated by <br />development. <br /> <br />Program 5.1: Establish programs consistent with State law to determine <br />appropriate development impact fees. Consider current and future costs and direct <br />and indirect costs to the extent allowable and reasonably determinable. <br /> <br />Program 5.2: Establish a policy which determines if and when fee waivers or <br />other financial allowances should be made when the benefits derived from the <br />development, both direct and indirect, exceed expected costs. <br /> <br />Policy 6: Impose user fees when appropriate. <br /> <br />Program 6.1: Require large developments to prepare a fiscal analysis which <br />measures direct and indirect costs and benefits to the City of Pleasant on. <br /> <br />Program 6.2: Adopt a user fee policy which establishes desired levels of cost <br />recovery and determines the minimum frequency of user fee reviews. <br /> <br />Program 6.3: Establish a user fee analyses program which bases calculations on <br />actual costs including overhead. <br /> <br />Policy 7: Assure that Sewer and Enterprise Funds remain financially independent. <br /> <br />Program 7.1: Review Sewer and Enterprise Fund rates and charges at least <br />biannually. <br />
