other transit opportunities. The Regional Rail Plan Commission and the High Speed Rail
Commission staff have asked us to form Regional Rail Plan policy and technical committees to
provide better area-wide coordination with them on this study. They are using this same
approach to coordinate with the City and County of San Francisco and its various transit
operators.

It has been suggested that the committees consist of representatives of the cities of Danville,
Dublin, Livermore, Pleasanton, San Ramon, and Tracy, as well as Alameda and San Joaquin
Counties, and LA VTA. The Mayors of Livermore and Dublin have been appointed by their
respective City Councils to represent their cities on the Policy Committee and staff
recommends our Mayor be appointed to represent Pleasanton.

The Policy Committee is expected to meet three times during this process. The initial meeting
would be used to bring everyone up to speed on the Regional Rail Plan (RRP), and to respond
to the RRP's request to identify the transportation vision for this area, the area's key
environmental concerns and identify evaluation criteria used to evaluate alternatives. The
second meeting would be to review the RRP's proposed alternatives. A fInal meeting would be
held to review the RRP's draft fmal report recommending transit priorities for our area.

The technical committees will meet more often, on an as needed basis, to review work
products and discuss technical issues with the RRP staff.

The RRP Study is underway and the Tri-Valley Policy Committee needs to form now in order
to maintain the schedule for this plan. The study is scheduled to be completed by December,
2007.

FISCAL IMPACT

There are not any fmancial impacts as a result of partICIpating in the committees.
Recommendations of the committee may have a future fmancial impact on the City.

Respectfully Submitted,

k.1(;)~

~ ~

David P.
