<br />/ <br /> <br /> <br />4P <br /> <br />\. <br /> <br />./ <br /> <br />- <br /> <br />pLEASANTONo <br /> <br />City Council <br />Staff Report <br /> <br />May 16,2006 <br />Law Department <br /> <br />SUBJECT <br /> <br />LETTER TO THE ALAMEDA COUNTY WASTE MANAGEMENT <br />AUTHORITY EXPRESSING THE CITY'S CONCERNS ABOUT ITS <br />INTERPRETATION OF THE "SAVE AGRICULTURE AND OPEN <br />SPACE LANDS" INITIATIVE. <br /> <br />STAFF RECOMMENDATION <br /> <br />Authorize the Mayor to send a letter on behalf of the City Council. <br /> <br />SUMMARY <br /> <br />Council directed staff to prepare a letter to send to the Alameda County <br />Waste Management Authority voicing the Council's concerns that the <br />Authority is interpreting the "Save Agricultural Open Space Lands" <br />Initiative too broadly in context of the proposed composting facility in <br />Sunol. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At the Council meeting on May 2, 2006, Council directed staff to prepare a letter to send to the <br />Alameda County Waste Management Authority voicing the Council's concerns with regard to <br />the Authority's interpretation of the "Save Agriculture and Open Space Lands" Initiative <br />(Measure D). Specifically, there was a concern that the Authority is interpreting the "Water <br />Management Lands" designation set forth in the East County Area Plan (as amended by Measure <br />D in 2000) too broadly in order to allow the composting facility and that such interpretation <br />could impact the City on other projects. Staff has drafted the attached letter for the Mayor to <br />execute on behalf of the Council. <br /> <br />DISCUSSION <br /> <br />In 2000, the voters of Alameda County adopted Measure D, the "Save Agriculture and Open <br />Space Lands" initiative, which amended the East County Area (General) Plan that covers <br />unincorporated portions of Alameda County, including Sunol, the site of a proposed composting <br />SR:6:l48 <br />Page I <br />
