<br />/ <br /> <br />...... <br /> <br /> <br />4K <br /> <br />" <br /> <br />~ <br /> <br />pLEASANTONe <br /> <br />City Council <br />Staff Report <br />May 16,2006 <br />Law and Fire Departments <br /> <br />SUBJECT: <br /> <br />Resolution to authorize used oil recycling block grant application <br /> <br />STAFF RECOMMENDATION: <br />The California Oil Recycling Enhancement Act mandates the California <br />Integrated Waste Management Board (CIWMB) to provide annual Block <br />Grants to local governments for establishing local collection programs that <br />encourage recycling of used oil. Because the Block Grants are not <br />competitive, local governments need to submit a completed application and <br />meet the program's eligibility requirements to receive a grant. <br /> <br />The City of Pleasant on meets the eligibility requirements for the Twelfth Cycle <br />Used Oil Recycling Block Grant application for the fiscal year 2006-2007. <br />The completed application, Attachment A, due June I, 2006, must be <br />accompanied by an authorizing resolution. <br /> <br />Staff recommends that the City Council adopt a resolution authorizing the City <br />Manager to submit the Block Grant application to the CIWMB for a 2006- <br />2007, Twelfth Cycle Used Oil Block Grant to receive funds for the fiscal year <br />grant term. <br /> <br />SUMMARY: <br /> <br />Used Oil grant funds allow the City to assist citizens in properly disposing of <br />used oil and filters through activities such as establishment of collection <br />facilities and public outreach and education. This significantly reduces <br />contamination of the environment. The Twlefth cycle of funding will allow <br />the continuation of our efforts. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />In California, consumers purchasing motor oil currently pay a surcharge at the point of purchase. <br />This mechanism was created to fund a program to help ensure waste oil is properly managed in <br />California.
