The new IPSIS will interface with third-party information systems maintained by federal,
state and county agencies.
. The new IPSIS will use the City's ESRI GIS files and mapping, bringing the Police
Department in-line with the City's desire to develop and maintain a single database Geo-
file.
· The new IPSIS uses a SQL database and a Win/Tel platform providing an open
architecture for future system development and integration.
. New World extended their standard software warranty from 12 to 15 months and agreed
to an additional three years of fixed maintenance cost. In addition to software
maintenance and 24-hour response, New World includes version upgrades in the cost of
the software maintenance fees.
. As part of the software enhancement fees, New World has agreed to build a custom
integrated permits module to automate the Police Department's permit functions in the
areas of parking, massage, taxi and bicycle licenses.

New World Systems has been a public agency software provider since 1981. The company has
never been acquired or merged, a rarity in this evolving market place. New World Systems is
headquartered in Troy, Michigan and employs 260 employees. Currently over 1800 public
agencies are using New World's software applications. Bay Area clients include San Francisco
Police Department, San Francisco Sheriff's department, San Leandro Police department,
University of California at San Francisco, Piedmont Police department and a Richmond Police
department consortium which includes 6 Bay Area agencies.

To acquire this system the City will need to enter into a Standard Software License and Service
Agreement with New World (Attachment A). This agreement details the available software
modules that will be made available to the City, provides guidelines for implementation,
identifies optional and custom work and details ongoing system maintenance. A summary of
the main elements of this agreement is as follows:

. Standard Software License Fees which include the following Application Package
o Computer Aided Dispatch (10 full users, 15 view/inquiry users)
. CAD Messaging
· Call Scheduling
. Call Stacking
· Dispatch Questionnaire
· Geo-File Verification
· Hazard and Location Alerts
. Interface to Aegis/LE Records
· Note Pads
. Unit Control Panel
. Unit Recommendations
. CAD Mapping

SR:06:ll4
Page 4
