Other fees were established for those customers that request water service activation <br />outside of normal business hours. The chart below describes these published fees: <br /> <br />T e of after-hours service activation <br />New service <br />1 st time delin uent <br />2" time delin uent <br />3' time delin uent <br /> <br />Amount <br />$35 <br />$30 <br />$40 <br />$50 <br /> <br />In actuality, although these tiered fees have previously been published, the computer program that <br />Utility Billing staff uses is only now able to track how many times a customer has been delinquent. <br />This means that in the past, all delinquent customers have been charged $30 to reactivate their <br />service after normal business hours. As the attached chart illustrates (see Exhibit B), the City <br />absorbed $4,546 in 2004 and $4,616 by September 13 of 2005 to cover the cost of these special <br />after-hours service activations. As of November 2005, the cost per occurrence increased to <br />$81.13. The cost for each year is based on the base salary, overtime, and equipment cost. <br /> <br />This after-hours service activation is truly a special service provided by the City of Pleasanton. <br />Water customers in both Livermore and Dublin do not have this option available, since service <br />activations are only performed during regular business hours. If the City is to continue to provide <br />this special service, it makes sense to reduce the City's expense and require the recipients of the <br />service to pay the associated cost. Furthermore, it seems reasonable to ask those customers who <br />have had their water service turned off for failure to pay (after repeated warnings), to assume the <br />full responsibility for the cost of special after-hours service activation. Although another money- <br />saving alternative would be to eliminate after-hours activations similar to the cities of Dublin and <br />Livermore, staff recommends keeping the option available for those residents who truly feel it is <br />necessary to turn their water on outside of regular business hours (providing that the City is no <br />longer absorbing the cost). It is expected that the increase in fees will reduce the number of <br />customers requesting this after-hours service. The current fee of $15 for water service activation <br />during regular business hours appears to cover the cost of these activations, therefore no increase <br />to this activation fee is recommended at this time. <br /> <br />SR 06:124 <br />Page 2 00 <br />
