Recently, the Police Department evaluated a request for an additional guard at Greenwood
Road and Alameda Drive. This was based upon a significant amount of vehicular traffic on
Greenwood Road and numerous students from Harvest Park Middle School and Walnut Grove
Elementary School utilizing the crosswalk at that location. Many parents also use this location
to drop off and pick up school-aged students. Additionally, it should be noted during the
Police Department's evaluation of this location a reported minor injury accident occurred
involving a student on a bicycle being struck by a vehicle. Although the volume of elementary
students using this site are less than the Cal Trans recommendations for a crossing guard, the
consideration of the other factors listed above make this a suitable location for an additional
crossing guard.

FISCAL IMPACT

According to the agreement, the City will pay ACMS the $14.28 per hour of crossing guard
services. The crossing guard staffing costs for the 2006/07 school years will not exceed
$209,973. The adopted budget for 2006/07 includes $203,000 for this purpose and, if
approved, staff should be directed to reflect the increase in the mid-term budget update for
2006/07.

The cost of the proposed additional guard for the Greenwood Road/Alameda Drive site would
be $10,282. If approved, this would increase the staffing costs of crossing guard services to
$220,255 for the 2006/07 school years.

Timothy P.
