<br />Phase I Snecific Plan <br /> <br />The Phase I Plan allowed for the recent development of 571 mixed-density housing units, <br />a "village common" park, a neighborhood park, and streets and other infrastructure. It <br />also permits the future development of up to 750,000 square feet of commercial/office <br />building floor area. Phase I further calls for the construction of certain public facilities <br />within the Phase II Planning Area, some of which have already been completed, <br />including a fire station, an elementary school, two large storm water detention basins, <br />noise berms along 1-680, and some streets. The remaining Phase I facilities to be <br />constructed within the Phase II Area include among other things, the "30- to 50-acre" <br />Community Park. <br /> <br />Phase II Snecific Plan <br /> <br />Following adoption of the Phase I Specific Plan in August 2000, the City Council <br />appointed the Bernal Property Task Force (BPTF) in late 2000 to oversee the planning of <br />the Phase II City-owned portion of the Property. The Task Force worked closely with <br />City staff, planning consultants and community members for 1-1/2 years to prepare the <br />original Draft Phase II Specific Plan, dated May 13, 2002. This plan was then the subject <br />of Council review over the course of six public workshop meetings in 2003 that <br />ultimately led to a Council request to conduct a national design competition for the Phase <br />II Plan Area. Upon completion ofthe design competition in August 2004, the Council <br />selected M. D. Fotheringham, Landscape Architects (MDF) as the winning firm. The <br />Council also directed staffto work with MDF to integrate the general objectives of the <br />MDF plan with the BPTF's 2002 Draft Specific Plan and input provided by the Council, <br />City commissions and other community members into the Draft Phase II Specific Plan. <br />The Draft was then finalized by City staff and consultants in January 2006 for formal <br />review along with the Draft Bernal Community Park Master Plan and the combined EIR <br />for both plans (the "Project"). <br /> <br />Communitv Park Master Plan <br /> <br />The City Council also appointed a second task force, the Bernal Community Park Task <br />Force (BCPTF) in late 2000 to work with City staff and consultants to develop a series of <br />Community Park plan alternatives for consideration by the Council. The first alternative <br />plan (Plan I) was completed by the BCPTF in early 2002, but was considered by the <br />Council to be too dense it terms of its ratio of developed facilities to open space. A less <br />intensive alternative plan (Plan 2) was then prepared. Plan 2 was never formally acted on <br />by the Council, but was ultimately made available as background information to firms <br />competing in the 2004 Bernal Property national design competition. The winning design <br />firm, MDF, incorporated many of the principles of Plan 2 into its composite site plan for <br />the City-owned Phase II Specific Plan Area. As with the Phase II Specific Plan, the <br />Council also directed staff and MDF to incorporate the general objectives of Plan 2 into <br />the Bernal Community Park Master Plan. <br /> <br />Bernal Property Phase IJ Specific Plan and Bernal Community Park Master Plan <br />Environmental Impact Report Findings and Statement of Overriding Considerations <br /> <br />Page 3 of 23 <br />
