CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 93-143 <br /> <br /> RESOLUTION IN CONCEPTUAL SUPPORT OF REALIGNING <br /> STATE AND LOCAL GOVERNMENT RESPONSIBILITIES <br /> AND FUNDING AS RECOMMENDED BY THE CALIFORNIA <br /> LEGISLATIVE ANALYST <br /> <br />WHEREAS, the relationship between the state and other entities of <br /> government in California is currently characterized by <br /> substantial fiscal and programmatic tension; and <br /> <br />WHEREAS, the state-local relationship is fraught with continuing <br /> problems, including counter-productive fiscal incentives, <br /> inappropriate assignment of responsibilities, <br /> duplication, inability to realize economies of scale, <br /> inappropriate exercise of administrative oversight, <br /> competition for resources, lack of accountability for <br /> program outcomes, and erosion of local control; and <br /> <br />WHEREAS, the Legislative Analyst's Office of the State of <br /> California identified and evaluated the above-mentioned <br /> problems and proposes a solution in its report entitled <br /> "Making Government Make Sense" published in February 1993 <br /> as part of the 1993-94 Budget: Perspectives and Issues <br /> (the "Report"); and <br /> <br />WHEREAS, the solution in the report envisions a fundamental <br /> reorganization of the state-local relationship based on <br /> four principles of reform, described more fully in the <br /> Report; and <br /> <br />WHEREAS, when contemplating the proposed reorganization, <br /> consideration should be given to formation of a committee <br /> by the Association of Bay Area Governments (ABAG) to <br /> study the principles and concepts contained in the <br /> Legislative Analyst's report; and <br /> <br />WHEREAS, support should be given for the passage of SB 16; and <br /> <br />WHEREAS, local governments should be involved in a cooperative <br /> effort towards any restructuring or reorganizing efforts; <br /> and <br /> <br /> <br />
