<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At the meeting of December 6, 2005, City Council approved an engineering design contract <br />with Bellecci & Associates for completion of the engineering construction drawings for <br />Vineyard Avenue improvements. The improvement drawings will provide for the construction <br />of median islands including landscaping, and a sound-attenuating pavement overlay on <br />Vineyard Avenue between Bernal Avenue and Leona Place. <br /> <br />Vineyard Avenue Median/Landscaping and Overlay Improvements <br /> <br />The preliminary plan for the Vineyard Avenue Median/Landscaping and Overlay project <br />consists of 1.5" of sound-attenuating pavement (rubberized asphalt or open graded mix) on <br />Vineyard Avenue between Bernal Avenue and Leona Place. In addition to the overlay, the <br />Vineyard Avenue street improvements will include a 13-foot wide travel lane in each <br />direction, a 7-foot wide bike lane and a 3-foot buffer zone on both the north and south sides of <br />Vineyard Avenue. At the middle of the street, new raised concrete median islands with <br />landscaping features will be constructed that will resemble the existing median landscape <br />island between Grapevine Drive and Clara Lane. <br /> <br />Discussion <br /> <br />During the public meeting in March, the residents generally approved of the preliminary <br />improvement plans and expressed the desire to eliminate the parking on the north side of <br />Vineyard A venue in front of the mobile home park in order to prevent the parking of cars with <br />for-sale signs. In addition, the homeowners of Smoketree Commons expressed access <br />concerns; currently, the only way in or out of the Smoketree Commons complex is the <br />driveway on Vineyard Avenue. With the Bernal Avenue bridge being constructed in the near <br />future, providing for double left turn lanes onto Vineyard Avenue, the residents' access issues <br />will be compounded. In order to allow improved access, they have requested that a signal be <br />installed at the Vineyard A venue driveway for Smoketree Commons which they recommend <br />be coordinated with the timing of the signal at the intersection of Bernal Avenue and Vineyard <br />Avenue. Staff is not recommending a signal at this location because of its proximity to the <br />light at Bernal and Vineyard. <br /> <br />City staff mentioned to the residents that the existing emergency driveway on Bernal Avenue <br />can be opened and improved to allow primary access into and out of Smoketree Commons; <br />and the driveway on Vineyard A venue can be striped as a right in and right out only, to <br />accommodate the future volume of traffic when the Bernal Avenue bridge is built.
