<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />This project was identified in the FY 2003-04 Capital Improvement Program to improve <br />system hydraulics and to improve water quality in the Foothill reservoir. Sealed bids for this <br />project were opened on April 12, 2006. There were a total of eight bids received, which <br />ranged from $687,960 to $900,000, as compared to the Engineer's Estimate of $666,000. A <br />complete summary of bids is attached. The low bid of $687,960 was received from McGuire <br />and Hester. All bid documents were found to be in order, with past work performed by the <br />contractor was verified to be satisfactory. <br /> <br />BUDGET <br /> <br />Project funding, and estimated expenditures are presented below. In performing a soil <br />investigation along the proposed pipeline alignment, it was determined that the soils were <br />considered corrosive. Therefore, the project's design scope was expanded to include <br />provisions for the inclusion of corrosion protection along the pipeline's alignment. Drawings <br />were prepared that include the use of cathodic protection and test stations along the pipe's <br />alignment. During the design phase, it was determined that there was limited room between <br />the street structural section and the top of the existing Zone 7' s stormwater box culvert, <br />requiring the water pipeline alignment to be routed under the Zone 7 culvert. This requires <br />the construction of a steel pipe casing being bored and jacked under the channel. With these <br />design and scope changes additional funding will be required to complete the project, and it is <br />therefore recommended that $200,000 of additional funding be transferred from Annual Water <br />Replacement Project (CIP No. 001000).
