This year, Streets and Miscellaneous Programs which are dependent upon developer contributions to <br />complete, are listed as unfunded unless the contribution has already been collected or unlt there are <br />assurances that the revenue will be collected during the FY 1993/94. In previous years ~ approach <br />was confined to only Streets Programs. However, the inclusion of Miscellaneous Progra will attain <br />consistency throughout the CIP. <br /> <br />PROGRAM ORGANIZATION <br /> <br />To help identify specific projects, this program is arranged by project type ,treets, Parks, <br />Miscellaneous, Water and Sewer) and by project year. This arrangement should provade City Council <br />and the general public with a clear picture of the entire Capital Improvement Program for each of the <br />five program years. Financial tables are included in the following section which detail the specific <br />revenues and expenditures for each of the program areas of Streets, Parks, Miscellaneous, Water and <br />Sewer. Also included in these financial tables are project numbers. The first two digits of these <br />numbers reflect the fiscal year the project was first funded. The additional digits reflect City account <br />numbers. Page numbers identifying each project are included in the table of contents. (A glossary of <br />terms is included as part of Appendix A located at the end of this document. ) <br /> <br />For easy identification, all unfunded projects are prioritized and listed on the darker colored paper near <br />the end of this document. Projects listed in the "high" category are generally those that would be <br />funded in the current year if funding was available. To determine priorities, staff relies on a number <br />of factors such as need identified by the City Council, priorities listed in studies such as the Facilities <br />Master Plan, the potential for future funding and identified staff needs. In addition, an attempt is made <br />to either fund or label as "high" priority those projects which complete a previously started project such <br />as a City park or other phased project <br /> <br />In reviewing the document it should be remembered that with the exception of General Fund transfers, <br />funds are not interchangeable between the five program categories. As a result, funds from, for <br />example, the Sewer Replacement Program, may not be utilized to fund unfunded projects in the Streets <br />or Miscellaneous Programs. Allocation of funds is determined by City ordinance, accounting <br />requirements or state/federal law. <br /> <br />This year's document contains a number of changes from previous years which are intended to both <br />enhance its overall quality and to reduce its "bulk." The most notable changes are as follows: <br /> <br /> The format for the project descriptions has been changed and condensed to reduce <br /> the amount of paper required for the document. The condensing was achieved <br /> by eliminating duplication of information and providing more succinct project <br /> descriptions. <br /> <br /> · Maps generated from the City's Geographic Information System (GIS) have been <br /> incorporated into project descriptions. Where possible this enhancement allows <br /> the public to better identify the exact location of specific projects. <br /> <br /> ii <br /> <br /> <br />
