Approve the plan for this project.

2. Authorize the Director of Public Works to bid the project.

3. Direct staff to include using Old Vineyard Avenue as a construction
detour during the roundabout removal on new Vineyard Avenue.

The City's engineering consultant has prepared preliminary construction
improvement drawings for the removal of the two Vineyard Avenue
traffic roundabouts. City staff held a public meeting on March 14, 2006,
in order to present the preliminary construction improvements drawings
and traffic detour options for the public's review and comment. Notices
were sent out to over 2,200 residents notifying them of this City Council
meeting. The notices were for both this item on roundabouts and a
companion item on Vineyard improvements from Bernal to Pietronave
Lane. The Vineyard Avenue improvement project will be discussed at a
future Council meeting. Staff is seeking approval of the conceptual plans
for the roundabout removal project and the use of Old Vineyard Avenue
as the construction detour during their removal.
