Federal line-item earmarks are non-competitive grants designated by the Congress for
specific purposes or projects within any of the 13 annual appropriations bills. Earmarks fund
everything from research to construction to job training to feeding programs. Working closely
with our clients, we truly function as their staff in Washington, D.C."

A three-month agreement with Russ Reid Company was executed on January IS, 2006, to more
fully explore the City's options. Services provided by RRC since that time include identifying
sources of funding and strategies to position the City of Pleasanton favorably as a funding
recipient; arranging and attending meetings with legislators locally and in Washington, D.C.; and
identifying grant programs for which City projects such as the Veterans Memorial Building are
well matched. The funding requests made at this time follow:

Project
Veterans Memorial Building
Alviso Adobe
Vineyard A venue Improvements
Total

Amount Requested
$450,000
$275,000
$1.200.000
$1,925,000

Preliminary interest in these three projects by the offices of Senators Boxer and Feinstein, and of
Representatives Pombo and Stark is strong. Prospects for receiving the funding are excellent
with continued assistance by the Russ Reid Company.

The current agreement with RRC covers the period January IS through April IS, 2006, making
an extension necessary for the continued use of the firm's services. The amendment and initial
agreement are attached as Exhibit A.

FISCAL IMPACT

Consultant fees are $10,000 per month plus reimbursement for expenses. The total cost for
RRC's services from April 16, 2006 through December 31, 2006, is estimated at $90,000,
bringing the total for calendar year 2006 to approximately $125,000.

Adequate funds exist in the General Fund contingency to cover the cost of contract services.

ATTACHMENTS

Exhibit A: Agreement and Amendment to Professional Services Agreement with Russ Reid Co.

Respectfully Submitted,

~+

Administrative Services Director

David P. u ver
Finance Director

Nelson Fialho
City Manager

SR06:115
