<br />Proposed Improvements <br /> <br />The proposed improvements closely match the conceptual planning for the site specified in the <br />Happy Valley Specific Plan. The development proposes one public street, Serenity Lane, and <br />two private driveways. One of the private driveways will provide access to lots 6-9 with a fire <br />truck turn-around at the south end of the private driveway. Another private driveway (Sleepy <br />Head Lane) will provide access to the Wentworth Property until it is fully developed. It is <br />anticipated that Sleepy Head Lane will be offered to the City as a public street with the future <br />sub-division of the Wentworth property. As such, Sleepyhead Lane is being constructed to <br />City public street standards. <br /> <br />The existing hiking/equestrian trail which was constructed with the Callippe Preserve Golf <br />Course project will be extended from the south end of the Tract in a north-westerly direction <br />to Happy Valley Road. <br /> <br />The public street streetlights, storm drain systems, sanitary sewer and water systems serving <br />this project, as well as the hiking/equestrian trail, will be maintained and operated by the City. <br />The storm drains and retaining walls within the private lots, City-owned open space (Parcel <br />3), and private driveways will be the responsibility of the property owners and Homeowners <br />Association. An exhibit is also included in the CC&Rs identifying the areas to be maintained <br />by the Homeowners Association, which include Parcel 3, the open space parcel, with a fire <br />resistant landscaping barrier; retaining walls at the bottom of the slope west of lots 10 and 11; <br />private driveway and storm drain system serving lots 6-9; entrance structures including the <br />decorative lights; and decorative concrete paving at the project entrance. <br /> <br />Improvements on Happy Valley Road <br /> <br />The developer has submitted improvement plans to Alameda County in order to obtain an <br />encroachment permit to construct improvements required for street and utility tie-ins on Happy <br />Valley Road. <br /> <br />Bio Retention Features <br /> <br />The developer has proposed bio retention areas on each individual lot to treat storm water as <br />required by the Alameda County Clean Water Program and State Water Board. The <br />developer's soils engineer and City staff have reviewed the proposal and found it to be in <br />substantial conformance with the current requirements. It will be each homeowner's <br />responsibility to maintain these bio retention areas. The Homeowners Association will also <br />have rights to enter and maintain these facilities if individual homeowners fail to maintain <br />them. These bio retention areas have been shown on the [mal map to preclude the construction <br />of future improvements such as swimming pools or accessory structures within these areas. <br /> <br />SR 06: 109 <br />Page 3 of 4 <br />
