lines on First Street from West Angela Street to Stanley Boulevard, and on Kottinger Drive from First Street to St. Mary's Creek. A portion of the distribution facility utility conversion on Kottinger Drive was accomplished with the reconstruction of Kottinger and Second Street (CIP No. 005015 and 978057). A major portion of the utility undergrounding work for the conversion is being done by PG & E. The City's obligation towards this work was broken down into two projects. The first contract provided for the conversion of streetlights from PG&E poles to independent fixtures (CIP No. 02507IA). The City Council approved the award of the street light conversion contract to Richard A. Heaps in the amount $480,342 and accepted the work on August 16, 2005. Under that contract, the work included the conversion of "cobra-head" lighting to decorative lighting along First Street from Vineyard Ave to Old Stanley Boulevard. The second project authorized by City Council on February 14, 2005, was this project, which was to implement private utility conversions on private property (CIP NO. 02507IB). Under the newly formed District, City Council opted to provide for the design and construction costs for converting from overhead to underground services for residential properties and invoked PUC Rule 20A provisions, which pays for the undergrounding of the underground conduit trenching 100 feet into private property and up to $1,500 for each electrical panel box conversion for both residential and commercial properties. Under these provisions, commercial properties were to pick up any additional costs for their conversion not covered under Rule 20A provisions and the City would pick up the residual costs for residential conversions not covered by Rule 20A provisions. Upon acceptance of the project, the City will forward invoices to affected commercial property owners for the reimbursement of conversion costs totaling $30,755.64. CURRENT FUNDING .
