<br />ffUCIlYO' <br /> <br />--= }.,.""''':;l'\ ~ <br /> <br />Exhibit A <br /> <br />PLtASANTON <br /> <br />In the future, nOIse from the community <br />park could affect nearby existing and <br />proposed residential development. <br />Recreational noise from the community park <br />will be characterized by using data already <br />gathered by EIP form studies of other similar <br />facilities. The potential for noise disturbance <br />at the nearest units of the proposed senior <br />care community and at the nearest existing <br />units will be estimated and compared with <br />the City's Noise Ordinance standards.. The <br />community park could also be affected by <br />traffic and aircraft noise. The park's exposure <br />to noise from proximate vehicular traffic and <br />from the Livermore Municipal Airport will <br />be estimated and compared the City's Noise <br />Element standard (i.e., outdoor DNL of 70 <br />db or less). <br /> <br />Finally, the noise impacts of future <br />commercial activities (i.e., truck operations, <br />maintenance activities, loading/unloading <br />operations)on the project site will be <br />discussed. Estimates of these noise levels will <br />be based on data obtained from other similar <br />studies by EIP. Potential effects on nearby <br />sensitive uses will judged according to the <br />standards identified in the City's Noise <br />Ordinance and other applicable standards for <br />intrusive noise exposure. <br /> <br />Where significant impacts are found, EIP will <br />present feasible mitigation measures, if <br />possible. Such mitigation could include <br />sound barriers, earthen berms or increased <br />buffer zones between project noise sources <br />and adjacent uses, and alterations to project <br />building massing and orientation. Data from <br />the 1996 Supplemental EIR for the proposed <br />residential development may be useful, since <br />that report provided considerable details on <br />Sound Transmission Class specifications for <br />building materials. <br /> <br />Hazards/Risk of Upset. As noted in the <br />Initial Study, a PG&E gas pipeline runs <br />through the project site. Future construction <br />at the site could result in an accidental <br />rupture of this line, with significant public <br />health and safety impacts. While the <br />probability of such an occurrence is remote, <br />the consequence of a single event would be <br />substantial. Accordingly, EIP will discuss <br />the likelihood of such an event. This <br />discussion will include precautions that are <br />routinely put into place by contractors as <br />good practice, and practices required by <br />PG&E, during construction to avoid such an <br />incident. The EIR will also discuss both the <br />consequences of a pipeline rupture (including <br />potential for explosions and fires) and the <br />emergency response plans and procedures <br />necessary to contain the risk. <br /> <br />Biological Resources. As with the <br />transportation section, EIP will review and <br />summarize information prepared by a <br />consultant to the Alameda County Surplus <br />Property Authority. EIP will coordinate <br />with WRA to ensure that the following <br />elements of the biological analysis satisfy <br />CEQA, the City of Pleasanton guidelines, <br />and the review by the resources agencies: <br /> <br />. The description of the existing <br />vegetation communities and habitats; <br /> <br />. The observed and known to occur <br />common and listed plant and wildlife <br />speCies; <br /> <br />. The presence or absence of sensitive <br />habitats, including wetlands and <br />waters of the U.S.; <br /> <br />. The description of the applicable <br />resource agenctes and the legislation <br />that grants them jurisdiction over a <br />biological resource; <br /> <br />EIP Associates <br /> <br />2.14 <br />
