<br />development of Staples Ranch. A key element of the development review process is the <br />preparation of an Environmental Impact Report. This report requests the approval of a <br />professional services agreement for services related to preparation of this Environmental Impact <br />Report, <br /> <br />DISCUSSION <br /> <br />The proposed professional services agreement with EIP Associates is to prepare a Draft and Final <br />Environmental Impact Report for the proposed Stoneridge Drive Specific Plan <br />Amendment/Staples Ranch Project. The project manager, Rod Jeung, will lead a team of EIP <br />professionals with technical experience in hydrology and flooding, air quality, noise, biology and <br />land use. The consultant will subcontract with The Dahlin Group who will prepare photo- <br />simulations for the visual analysis. The technical work for the Transportation and Circulation <br />section of the report, including modeling of the project and alternatives, will be prepared by <br />Dowling and Associates, under separate contract. The full scope of EIP's work is described in <br />Attachment I, Exhibit A, Scope of Work, The proposed budget for the work is 161,446 (see <br />Exhibit B). Staff is recommending the City Council authorize the City Manager to approve <br />additional work up to a total of$193,735. The twenty percent contingency would be authorized <br />only for items not included in the original scope of work such as additional public meetings or <br />technical studies of issues not previously identified, <br /> <br />FISCAL IMPACTS <br /> <br />As described in the above-mentioned Memorandum of Understanding, the cost of the <br />environmental work will be paid by the Alameda County Surplus Property Authority, Therefore, <br />there is no financial impact to the City of Pleasanton. <br /> <br />RECOMMENDATION <br /> <br />I. Approve professional services agreement with EIP Associates for services related to the <br />preparation of an Environmental Impact Report on the Stoneridge Drive Specific Plan <br />Amendment/Staples Ranch Project. <br />2.
